Regulations for Admission to Additional Educational Programme Preparatory Department (for International Applicants) at St Petersburg University in 2023

1. General Provisions

1.1. The Regulations for Admission to the Non-Degree Programme ‘Preparatory Course (for International Citizens)’ in 2023 (hereinafter referred to as the Regulations for Admission, the Regulations) specify the provisions for admission international citizens and stateless persons (hereinafter referred to as applicants, international citizens, enrollees) at Federal State Budgetary Educational Institution of Higher Education ‘St Petersburg State University’ to study in the non-degree programme ‘Preparatory Course (for International Citizens)’ (hereinafter referred to as the Non-Degree Programme “Preparatory Course (for International Citizens)’) and set out the policy and procedures of enrolment at St Petersburg University.

1.2 These Regulations have been developed in compliance with Federal Law No 273-FZ “On Education in the Russian Federation’ dated 29 December 2012, Federal Law No 152-FZ ‘On Personal Data’ dated 27 July 2006, Federal Law No 115-FZ ‘On the Legal Status of Foreign Nationals in the Russian Federation’ dated 25 July 2002, Federal Law No 109-FZ ‘On Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation’ dated 18 July 2006, Decree of the Government of the Russian Federation No 9 ‘On Regulations for Migration Registration of Foreign Citizens and Stateless Persons in the Russian Federation’ dated 15 January 2007, Decree of the Government of the Russian Federation No 2150 ‘On Establishing Educational Quota for Foreign Citizens and Stateless Persons in the Russian Federation’, Order of the Ministry of Science and Education of the Russian Federation No 196 ‘On Approving the Procedures for Organising and Implementing Educational Activity in Additional General Educational Programmes’ dated 9 November 2018, Order of the Ministry of Science and Higher Education of the Russian Federation No 1378 ‘On Approving the Procedure of Selecting Foreign Citizens and Stateless Persons for Training within the Established by the Government of the Russian Federation Educational Quota for Training Foreign Citizens and Stateless Persons in the Russian Federation and Requirements Applied to Them’ dated 3 November 2020, Order of the Ministry of Science and Higher Education of the Russian Federation No 338 ‘On Approving the List of Federal State Educational Institutions at Whose Preparatory Departments, Preparatory Faculties Foreign Citizens and Stateless Persons Applying for the Admission within the Educational Quota for Foreign Citizens and Stateless Persons Established by the Government of the Russian Federation Are Entitled to Study in Additional General Educational Programmes Ensuring Training for Mastering Professional Programmes in Russian on the Government- Funded Places in the Academic Year of 2023/2024’, other federal regulations and by-laws, the Charter and by-laws of St Petersburg University.

2. Acceptance of Documents

2.1. Admitted to the competitive selection shall be those persons, who have at least secondary education or secondary vocational education level confirmed by the respective credential either of secondary general education or secondary vocational education or by an equivalent education credential of a foreign state.

2.2 The University shall admit foreign citizens to study in the non-degree programme ‘Preparatory Course (for International Citizens)’:

2.2.1. on the government-funded places;

2.2.2. on the fee-paying places paid for by individuals and/or legal entities — pursuant to the general competition results.

2.3. To participate in the competitive selection for admission to the fee-paying places, international citizens should submit the following documents:

2.3.1. a standard application for admission to the non-degree programme ‘Preparatory Course (for International Citizens)’;

2.3.2. an applicant’s identity document with a notarised translation into Russian, valid for at least 18 months from the date of enrolment (1 September 2023);

2.3.3. an education credential of secondary general education or secondary vocational education with a supplement (if the latter provided by the legislation of the state of issuance), or higher education with a supplement;

2.2.4. a document issued by a medical institution in the country of the applicant’s residence confirming the absence of medical contraindications for studying, including confirmations from a psychiatrist and narcologist;

2.3.5. four (4) photographs 3х4 cm (taken during the current calendar year).

2.4. The applicants when applying for admission to the competitive selection can submit their documents specified in Clause 8.7 herein electronically through their Personal Account on the St Petersburg University official website.

2.5. Applicants should develop their admission application to the ‘Preparatory Course (for International Citizens) through their Personal Account. To submit their application form, the applicant must type information in all boxes required, print the application out, and certify the completeness and accuracy of the provided information by putting their handwritten signature.

2.6. Should applicants submit their admission application with documents specified in clause 2.3. herein electronically, they should provide these documents as the files with scanned copies attached to the admission application through their Personal Account. The previously mentioned copies of the specified documents must be colour or grey-scale scanned images with a pixel density of 200 or 300 pixels per inch. It is unacceptable to provide illegible scanned images of the documents as well as images that lack significant sections of the document (texts, signatures, seals or stamps, etc.). The applicant must submit scans of those pages of their identity documents that carry the applicant’s photograph, family name, first name, middle name (patronymic), gender, date and place of birth, nationality (citizenship), series and number of the relevant document, information about the issuing governmental agency, and the applicant’s place of registration. The applicant should submit their photograph by attaching it to the admission application in their Personal Account (the photograph must be taken in the current calendar year, with vertical resolution of at least 800 pixels and horizontal resolution of at least 600 pixels). Pages of each document must constitute a single document file attached with a correct title reflecting the content of the file. Applicants must not upload a multi-page document as several separate incorrectly titled files.

2.7. The applicant by putting their handwritten signature shall confirm the fact that they have read these Regulations, the Charter of St Petersburg University, the St Petersburg University licence to implement educational activity, the St Petersburg University Certificate of State Accreditation, the Rules of Stay in the Russian Federation of Foreign Citizens set forth by Federal Law No 115-FZ ‘On the Legal Status of Foreign Nationals in the Russian Federation’ dated 25 July 2002.

2.8. The University shall have the right to excluded applicants from the admission competitive selection if they have failed to:

2.8.1. submit a complete set of application documents;

2.8.2. provide their handwritten signature on the application form;

2.8.3. provide legible copies of their documents;

2.8.4. provide accurate information;

2.8.5. meet requirement applied to the participation in the competitive selection for studying in the non-degree programme ‘Preparatory Course (for International Citizens)’ set forth by the legislation of the Russian Federation and these Regulations;

2.8.6. submit their documents for competitive selection within the admission period set forth hereby.

3. Deadlines for filing documents and competitive selection procedure

3.1. The University accepts documents from foreign citizens applying for the admission to the places specified in sub-clause 2.2.1. herein in compliance with Order No 1378 ‘On Approving the Procedure of Selecting Foreign Citizens and Stateless Persons for Training within the Established by the Government of the Russian Federation Educational Quota for Training Foreign Citizens and Stateless Persons in the Russian Federation and Requirements Applied to Them’ dated 3 November 2020, as well as through the representative offices of the Federal Agency for the CIS Affairs, Compatriots Living Abroad, and International Humanitarian Cooperation (Rossotrudnichestvo) in foreign states.

3.2. The University shall accept documents from foreign citizens applying for the admission to study on the fee-paying places at the premises of St Petersburg University in the period from 9 January 2023 to 21 August 2023 and from applicants to study outside the premises of St Petersburg University exclusively with the use of distance learning technologies, e-learning in the period from 9 January 2023 to 25 August 2023.

3.3. The period for accepting documents from international applicants applying for the admission to the fee-paying places can be extended upon the decision of the Rector or an authorised officer.

3.4 The University shall consider applicants applying for the admission to the fee- paying place in the framework of the competitive selection and decide on the possibility to recommend them for enrolment.

3.5. The decision on the possibility to recommend for enrolment shall be made considering the provided sets of documents and taking into account the score average in general education disciplines correspondent to the respective main fields of study. The score average must be as little as 80% from the highest possible. The University shall have the right to recommend an applicant for enrolment before the end of the document acceptance period.

3.6. The lists of the applicants recommended for enrolment to the non-degree programme ‘Preparatory Course (for International Citizens)’ to study on the fee-paying places both at the premises of St Petersburg University and outside the premises of St Petersburg University exclusively with the use of distant learning technologies, e-learning shall be made available through the official website of St Petersburg University at least before 28 August 2023.

3.7. The University shall enrol foreign citizens to the places specified in sub-clause 2.2.1. herein based on the references issued by the Ministry of Science and Higher Education of the Russian Federation within the period set forth by the Ministry of Science and Higher Education of the Russian Federation.

3.8. The University shall enrol applicants to the fee-paying places based on the order of the Rector or an authorised officer after the contract for charged educational services has been signed and tuition fee payment thereunder has been executed.

4. Final Provisions

4.1. St Petersburg University shall have the right to announce an additional admission period, including the one outside the admission period set forth by these Regulations, provided there are vacancies.

4.2. The University shall arrange for invitations to enter the territory of the Russian Federation only for the applicants recommended for the enrolment provided the restrictions preventing entering the territory of the Russian Federation are lifted. The University shall not issue invitations to applicants for their participating in the competitive selection, submitting the documents, or other purposes.
